South Australia confirms that there is no minimum investment threshold for its entrepreneur nomination category, although the applicant must demonstrate a credible, innovative and economically valuable South Australian business proposal. 

What Is the Difference Between South Australia Nomination and the Federal NIV?


South Australia nomination and the federal National Innovation Visa are separate stages. A successful South Australia nomination may provide the applicant with a completed Form 1000 and supporting business case letter. The applicant must then submit a federal NIV Expression of Interest and wait for the Department of Home Affairs to issue an invitation. State nomination, an EOI or even a federal invitation does not guarantee the grant of the visa.

Step 1 — Initial Eligibility Assessment

Assess whether the applicant meets the federal NIV requirements and one of South Australia’s nomination categories.

Step 2 — Prepare the South Australia Registration of Interest

Prepare the CV, qualifications, employment evidence, achievements and South Australia contribution proposal.

Step 3 — Submit the South Australia ROI

However, applicants seeking nomination from the Government of South Australia must submit a Registration of Interest, satisfy an eligible South Australian nomination category and receive state approval before using that nomination in the federal NIV process. 


3. Does South Australia nomination guarantee a Subclass 858 visa invitation?

No. South Australian nomination does not guarantee a federal invitation or visa approval. The applicant must still submit an Expression of Interest to the Department of Home Affairs, receive an invitation and satisfy all federal visa requirements. Home Affairs assesses every application on its individual merits and supporting evidence.

Applicants can apply from Pakistan and do not need to be physically present in Australia when submitting their South Australia NIV Registration of Interest. 


6. Can UAE residents apply for South Australia NIV 858 from Dubai?

Yes. Pakistani nationals and other eligible professionals residing in Dubai, Abu Dhabi, Sharjah or elsewhere in the UAE may apply from outside Australia. 12. Which businesses are generally unsuitable for South Australia NIV entrepreneur or investor nomination?

South Australia states that ordinary businesses such as cafés, restaurants, consulting companies, employment agencies, franchises, purchases of existing enterprises, property or rental-management businesses and conventional retail activities are not generally considered innovative for this nomination pathway. 


13. Can artists, filmmakers, designers and creative professionals qualify?

Yes. Creative professionals may be considered where they can demonstrate significant international recognition, major awards or outstanding achievements in their creative field. The application should also explain how the individual’s future work could contribute to South Australia’s cultural, creative or economic environment. 


14. Is there an age limit for the National Innovation Visa Subclass 858?

There is no general maximum age limit. However, applicants who are under 18 or aged 55 or above must demonstrate that they would provide exceptional benefit to the Australian community. 


15. What is the South Australia NIV Registration of Interest?

The Registration of Interest is the initial submission used by South Australia to assess whether an applicant may be suitable for state nomination. It generally includes the applicant’s passport, CV, qualifications, employment information and evidence supporting the relevant researcher, entrepreneur, investor, creative or globally talented nomination category. 


16. What documents are required for a South Australia NIV ROI?

Documents may include:

Government-agency nomination through an approved Form 1000 currently falls within the second federal NIV invitation-priority level, although nomination does not guarantee that the applicant will be invited or granted a visa. 


18. How competitive is the Australia National Innovation Visa?

The NIV is highly selective. Between January and March 2026, Home Affairs received 1,815 EOIs and issued 146 invitations. Most invitations during that period were issued to applicants in Tier One sectors, particularly critical technologies, health industries and renewable or low-emission technologies. These figures demonstrate competition but should not be treated as a personal approval or invitation rate. 


19. Which professional sectors currently receive priority for NIV invitations?

Current priority sectors include:

South Australia currently does not publish a standard processing timeframe for National Innovation Visa Registration of Interest applications. Processing may vary according to application volumes, nomination category, evidence, government assessment and whether further information or an interview is required. 


21. How long does a federal National Innovation Visa EOI remain valid?

A federal NIV Expression of Interest remains in the Home Affairs system for two years. Applicants generally cannot add documents or update the submitted EOI, and multiple EOIs should not be submitted unless there has been a significant change in circumstances. 


22. How long do applicants have to apply after receiving an NIV invitation?

An invited applicant has 60 days from the invitation date to lodge the National Innovation Visa application. Home Affairs states that this period cannot be extended, and applications submitted without an invitation or outside the permitted period will not be accepted. 


23. Can a spouse and children be included in a National Innovation Visa application?

Eligible family members may generally be included in the permanent visa application, subject to the applicable relationship, age, health, character and documentary requirements. The applicant should disclose accompanying and non-accompanying family members accurately when preparing the visa application.


24. Does the National Innovation Visa require IELTS or a skills assessment?

The NIV is not a conventional points-tested skilled migration visa and is assessed primarily through internationally recognised achievement, nomination and invitation requirements. English ability, functional-English charges and any profession-specific evidence should be reviewed according to the applicant’s individual circumstances and the requirements applicable when the visa application is lodged.


25. Can I apply for South Australia NIV without a job offer?

A South Australian job offer is not a universal requirement for every nomination category. Researchers, entrepreneurs, innovative investors, creatives and other globally talented applicants may present different forms of evidence, depending on their category and proposed contribution to South Australia.
